This standard specifies the terminology and definitions, basic principles and procedures, boundary and emission source identification, baseline scenario determination, emission reduction calculation, data monitoring and management, report preparation, and other aspects related to the carbon emission accounting of municipal waste incineration power generation projects. This standard primarily applies to waste incineration power generation projects that are connected to the grid and use mechanical grate furnaces or circulating fluidized bed technology for the direct combustion of municipal waste. It also applies to co-treatment of stale garbage, dried sludge (including concentrated liquid), residues from kitchen waste treatment, as well as other types of waste that are considered household waste under laws and regulations, or waste that is permitted by administrative licensing to enter waste incineration plants for incineration treatment.
