This document provides guidance for the construction of carbon emissions management systems for key industry enterprises, including the establishment of management bodies, formulation of carbon emissions management policies, development of carbon emissions management plans, resource allocation and support mechanism construction, process management implementation, evaluation and auditing, and improvement. This document is applicable to the construction of carbon emissions management systems for key industry enterprises in sectors such as power, chemicals, steel, cement, non-ferrous metals, coking, and coal. Other industry enterprises may refer to and implement accordingly.
