Abstract

This document specifies the main content, procedures, methods, and requirements for evaluating the pollution reduction and carbon mitigation effects of coal-fired power plants coupled with biomass. This document is applicable to the accounting of the reduction in atmospheric pollutants and greenhouse gas emissions resulting from the substitution of agricultural biomass, forestry biomass, or municipal solid waste for a portion of coal in coal-fired power generation or cogeneration, as well as the comprehensive evaluation of pollution reduction and carbon mitigation effects in coal-fired power plants.
